Register of outstanding warrants : state publication, 1932.

According to this Register, the state had accrued over 16 million dollars of outstanding warrants in 1932. The Office of State Comptroller was created to secure more effectively the administration of state finances, and the Governor had requested this register of outstanding warrants. The examination covers from 1927 to 1932, except for the Highway Department, when it extends back to 1924. The State Comptroller considered financial statements of the State Auditor, State Treasurer, and the Independent Audit. He noted that the State Auditor had been required to draw warrants in payment of appropriations regardless of the condition of the State Treasury. The Budget Law (1932) prevented the issuance of a warrant unless the Treasury had sufficient funds. The Register is arranged by fund, and agencies are listed under the fund which appropriates revenue to them. Detailed statements list each unpaid warrant by date, number, amount, payee, appropriation, fund, and act creating the appropriation.
